I don't get the need for an additional tier of seating at the end. Why not just extend the bottom level?

The blurb about the project talks of filling between the stands in the south east corner in the stage that takes capacity to 25k. I think that theoretically you'd be able to link up the eastern and southern stands.
So, the top deck of the southern stand would be extended back to match the eastern stand's depth and then you could extend the eastern stand's roof around over the southern stand.

Looking at the Master Plan and drawings in the DA submitted to the Town (City) of Vincent in Nov 2011 it doesn't look as if there is room to do it. Rumours were that there was some intervention at DSR to stop the Fred D Book Stand being demolished and to put the Eastern Grandstand on the Western side. The Fred D Book Stand doesn't survive in future stages.Looking at the Master Plan and drawings in the DA submitted to the Town (City) of Vincent in Nov 2011 it doesn't look as if there is room to do it. The boundary of the site is close and there are some trees and existing buildings in the way.
Knowing WA and stadium funding, don't expect another stage for a long time. Big matches will be played at the retractable stadium that will hold 65,000 (5000 more than in AFL/Cricket mode). There is also potential according to Barnett to make it 80,000 capacity into the future.

It was declared about 12 months ago long time before the election was called. But I take all the points above onboard.
Point stands, all future stadium funding will be towards the major stadium, in whatever fashion it comes. Apparently the unicorn starts getting prepared in May...I'll believe it when I see it.
