The infield is sized for a future athletics track and appears to be about 182m x 115m give or take a few metres so it is about the same size as the Olympiastadion in Berlin. For the World Cup the ground will have 70,000 seats but 16,000 of these will be removed post Cup.
Skyscrapercity has a thread on the stadium and on page 26 there are cross sections of the various stadiums. The infield looks wider and more oval'ish than Berlin to me.
The extra seats (like Cape Town) will be a temp third tier that will only be used for major events. It will be installed just prior to the WC along with the FIFA garnishing and taken down shortly after.

Scuttlebut around the Aussie Rules community here is that Mr Clarke overstayed his visa, and when asked to produce said visa by his employers, Sport England, promptly went to Heathrow. This has resulted in Sport England cutting all funding to Australian Football and the 9-a-side ARUK competition being in disarray.
