It's just madness to build a stadium like that without a full time tenant.
A much more measured approach would be to rebuild the Barlow Park Grandstand closer to the action, almost right up to lane 8 like Olympic Park. Maybe even elevate the seating with the front row not at ground level to improve sightlines.
