Is this too simple .?
Cricket bodies calculate a modest over rate for the length of test .
Each side has a maximum of half the maximum number of overs .
The use of overs can be spread over both innings .
Then we would get a result with the team scoring most winning.

Downsized their own arena.
Now they're complaining they can't cash in on T20.
