Yeah, the Blacktown option could get up. Wasn't that up for consideration as part of the World Cup bid? It's following the Homebush model of choosing a site that's greenfield - so, plenty of space, close to a train station and access ramps to the M7 could be built without too much trouble I guess.
I just think Parra Stadium works better due to its location right next to a CBD. It's the easiest to get to for the most number of people. And it has all the existing infrastructure (pubs, restaurants, etc). And Acts can be changed...

As mentioned, Wests and Penrith would never in a thousand years commit to Parramatta.

Building a top class stadium out at Penrith is a waste. Sydney psychology has to be taken into account - people will travel to their North, South, East... but are loathe to travel very far to their West for any event. Great numbers won't jump trains or drive out to Penrith. A new Tier 2 ground really wouldn't work for any NRL club but the Panthers. If WSW moved there they would de-facto become the Penrith Wanderers, isolated from the the South West, Central Sydney, North West and Inner West.
If ground rationalisation is the governments goal it makes no sense to go to the extremity of a city.

Parramatta stadium is capped at 35k by stadium Australia.

I assume that this restriction would disappear when Stadium Australia reverts to government ownership in 2031.

Parra stadium management web site has a page dedicated to the masterplan. Which you can't download. but you can rest assured there's a masterplan.
