go look at the seats in the bottom left and you realise the colours (the very strange colours) represent people sittin on plain whitey gray seats all around the arena

Leighton offshoots, BGC in battle for Perth Arena

The field to build the $320 million Perth Arena has narrowed to three companies, two of which belong to the stable of Wal King’s Leighton Holdings.

The State Government had invited Leighton subsidiaries John Holland and Broad Constructions, as well as Len Buckeridge’s BGC, to tender to build Perth’s new multipurpose indoor stadium, Housing and Works Minister Michelle Roberts said yesterday.

The tender period would end on March 27 and the winning bidder would be announced “after a thorough assessment over the following months”.

Mrs Roberts’ comments appeared to cast doubt over the stadium’s construction timetable. The Department of Housing and Works has said that work would begin in April 2007 for completion in 2009.

Mrs Roberts said yesterday the stadium would be finished “in time to host the Hopman Cup in 2010”.

Asked for clarification, a department spokeswoman said the planned completion date had not changed.

The Government has touted the Perth Arena project as the first stage of its Northbridge Link urban redevelopment, which involves sinking the Perth to Fremantle railway line between Lake Street and Perth station.

Builder threatens to sue over stadium

The $320 million indoor stadium planned for Perth has struck more trouble, with one of two remaining builders vying for the contract threatening to sue the State Government if it does not get the tender.

Lawyers for BGC Construction have written to the Government warning legal action will be taken if John Holland Construction is chosen as the builder and its bid does not conform to the strict tender criteria.

BGC’s warning — which has sparked fears the stadium could be hit by yet another cost blowout and delays — comes amid growing speculation both builders will have difficulty meeting the $320 million price tag for the Wellington Street venue and the Government’s goal of completing the project by October 2009, in time for the Hopman Cup.

It is understood the Government referred BGC’s legal threat to the State Solicitors Office for urgent advice but Housing and Works Minister Michelle Roberts refused to comment.

The stadium has already suffered a budget blowout and the withdrawal of builders Mirvac, Multiplex, Grocon and Broad Constructions from the tender process.

If John Holland’s bid was knocked out of the race as a result of Supreme Court action, it would further remove competitive tension from one of the Government’s biggest tenders.

BGC general manager Gerry Forde yesterday refused to confirm or deny the legal threat but reiterated previous comments the Government’s building schedule did not take into account the realities of the overheated Perth construction market.

One of the two bids submitted by BGC Construction is believed to meet the tender criteria and an alternate bid includes a set of qualifying conditions.

BGC had a legal win against the State Government when it sued former minister Tom Stephens, who tried to restrict the number of government contracts worth more than $1.5 million awarded to a single building company.

John Holland, which is suing the State Government to recover about $200 million on the $1.61 billion Perth to Mandurah rail project, would not discuss its bid, citing confidentiality clauses.

“We don’t bid for anything we are not keen to win,” group managing director David Stewart said. “We have put in a tender we hope would be interesting to the Government but it’s up to them to decide.”

The WA Government decided in 2005 to spend $160 million on a stadium — later doubled to $320 million after design modifications, cost escalations and the addition of a fourlevel carpark to be built over the railway line.

The official timetable has construction work starting on Perth Arena next month with a finish time of October 2009.

BGC wins $ 335 million stadium contract

The cost of Perth’s new indoor stadium has blown out by another $15 million it was revealed today, bringing the cost of the project to $335 million.

The revelation came as the State Government finally confirmed that BGC would build the Perth Arena indoor stadium, almost a month after The West Australian revealed the Len Buckeridge company had been appointed the preferred tenderer.

Housing and Works Minister Michelle Roberts also said today that it was uncertain if the new arena would be finished in time to host the 2010 Hopman Cup.

Ms Roberts left today's regional Cabinet meeting in Pinjarra early to make the announcement at the Wellington St site of the new multi-purpose indoor venue, which will be the new home for the Perth-based tennis tournament and will also host concerts and other indoor sports.

"BGC will bring to the project a track record of excellence and value for money in construction, having undertaken many projects for the State Government," Mrs Roberts said.

"The State Government is providing a world class entertainment facility that will house a range of sporting, musical and cultural events.

"WA will soon be in a position to host any act, any artist, any show, like never before."

The Minister also announced today a new design for the Perth Arena carpark that would see it located underneath the complex.

The Perth Arena announcement comes as the State Government comes under pressure to commit to a new 60,000-seat outdoor stadium, after John Langoulant's stadium task force identified Subiaco's Kitchener Park and East Perth as the preferred options last week.

The losing bidder for the Perth Arena contract was the Janet Holmes a Court-chaired John Holland, which was blamed by Planning and Infrastructure Minister Alannah MacTiernan last week for the latest delays on the $1.61 billion Perth to Mandurah rail line.

BGC wins contract for Perth's new entertainment complex

The construction company BGC has won the tender to build Perth's major new entertainment venue.

The Minister for Housing and Works, Michelle Roberts, says Perth Arena will be built alongside the existing Entertainment Centre.

It will have up to 14 thousand seats and host a range of sporting, musical and cultural events.

Mrs Roberts says the 335-million dollar complex will include an underground car park for 680 vehicles and should be completed by 2010.

i reckon this venue will have crap accoustics too to many internal walls sticking out will ruin the reverb time.

Nick should be by the end of the year. This article in today's paper highlights why we do not have venues being built, the state government and the citizens of the state do not look at these venues as public infrastructure that will never be paid back, but venues that are a waste of money and that they need to be viable otherwise they should not be built. How about looking at it in the context of Western Australia's premier indoor stadium at the moment holds 4,500, over 5-6,000 less then those in other states.

Arena will not hit taxpayers, says Roberts

2nd June 2007, 8:00 WST

Housing and Works Minister Michelle Roberts claims the new $335 million Perth Arena indoor stadium will not be a financial burden on taxpayers once built, even though Kerry Stokes switched out the lights three years ago on the Perth Entertainment Centre next door because it was losing money.

While Mrs Roberts is still to work out how the new indoor stadium will be operated, she told The West Australian it was “intended” that it would run profitably without requiring any ongoing Government support to meet its operating costs.

Asked if that meant her department had done financial modelling which showed it would cover its costs, she said: “Every decision by Government to commit significant public funds into public infrastructure such as the Perth Arena is based on a detailed business case.”

The Government originally sought to avoid any financial exposure to the ongoing operations of the indoor stadium by offering $50 million to a private developer to own and operate it.

But former premier Geoff Gallop changed tack in late 2005 and decided the Government would fund the entire venture. That was about the same time the Government was privately warned that the Perth Convention Exhibition Centre, which was built with a $122 million State contribution, was losing so much money it risked being a lemon.

Mrs Roberts said the Perth Arena would get money from the 680-bay carpark which had been incorporated into the design, unlike the convention centre, where the carpark was owned and operated by Perth City Council. “This is why the carpark has been included in the overall design and management structure of the complex,” she said.

The Government had planned to build the carpark over the Northbridge railway line at a cost of $70 million.

Mrs Roberts said the carpark had been moved underground because sticking to the rail-top plan would have seen the total cost blow out to $380 million.

She said other features which would enhance its revenues were the 500 corporate seats and boxes, a club lounge and function areas which could be hired out.

Mrs Roberts said she was still examining different management options for the arena, which now looks unlikely to be ready for the January 2010 Hopman Cup. That delay is expected to set back by another year Burswood’s plan to demolish the Dome, the cup venue.

“It is expected that the State Government will continue to own and manage the arena with an operator expected to be potentially outsourced,” she said.

“The management board will have responsibility for that final decision.”

As prompted by a member of the skyscraper forum I had a look at the CCN architects website and they currently state the Arena will seat 13500 for tennis and 15500 for full concerts. I emailed them to clarify if it was a mistake or if the capacity had actually been revised. I currently have not recieved a reply.
